If the faster service providers win customers away from Telmex, average fixed broadband speeds in Mexico should increase rapidly. Telmex is currently the dominant fixed broadband ISP in terms of number of subscribers and their slow service is a drag on the national average. Telmex's competitors provide much faster download speeds and yet average download speed in Mexico is 20.44 Mbps, just slightly above the speed "enjoyed" by the top-tier of Telmex's customers. It's also the fixed broadband ISP with the slowest download speed by far and the next-to-slowest upload speed. The data in the table indicate that the Telecom Reform is having the intended effect of improving internet access in Mexico. Telmex is one of the companies the Telecom Reform was designed to weaken. Verizon Fios has an upload speed of 93.64 Mbps which is more than three times faster than anyone else in the Speedtest reports. Axtel's upload speed is almost 37% faster that Verizon Fios. Axtel's extraordinary upload speed of 127.99 Mbps crushes all of the other primary ISPs in both the US and Canada. Axtel’ download speed of 153.48 Mbps is faster than the fastest US (XFINITY at 125.53 Mbps) or Canadian (Rogers at 153.48 Mbps) internet service providers.
